Boulder Housing Partners strives to make living in Boulder welcoming and affordable for people from a diverse range of backgrounds, regardless of income. The housing authority for the City of Boulder for over 50 years, BHP builds, owns, and manages quality affordable homes for low and moderate-income residents, while fostering thriving and sustainable Boulder communities.
Through BHP’s award-winning communities and innovative programs, Boulder residents have access to over 1350+ affordable apartment homes, 100+ market-rate apartments, and 1,300+ rental assistance vouchers.

Boulder Housing Partners owns and manages 35+ apartment communities throughout the City of Boulder.
We provide four housing options:

Throughout our apartment communities, we also offer designated communities with programming for households with children, as well as communities dedicated to serving seniors and people with disabilities.

Market-Rate rentals and Boulder Affordable Rentals accept applications when there is a vacancy. Visit the Now Renting page for available Boulder rentals. The Housing Choice Voucher lottery and Deeply Affordable Communities waitlists will be open at different times throughout the year. Please check the program pages for waitlist/lottery status and opening dates.
For our Boulder Affordable Rentals and Market-Rate rentals, applicants may apply from any location.
For our Deeply Affordable Communities, program guidelines give priority to those who live or work in Boulder County with the following exceptions: For Canyon Pointe and Glen Willow, applicants may apply from any area.

No, we only offer rentals and rental assistance. Please visit the City of Boulder’s affordable homeownership program for more information.
Yes. Language should never be a barrier to finding a home. Boulder Housing Partners provides free translation and interpretation services for those with Limited English Proficiency.
HUD is ready to help with any problem of housing discrimination. If you think your rights have been violated, the Housing Discrimination Complaint Form is available for you to download, complete and return, or complete online and submit. You may also write HUD a letter, or telephone the HUD Office nearest you. You have one year after an alleged violation to file a complaint with HUD, but you should file it as soon as possible.
No. Other organizations who provide affordable rentals include Golden West Senior Living, San Juan Del Centro (303-442-0230), The Nest, Thistle, and Boulder County Housing and Human Services.
Yes, most apartment communities require a security deposit.
Households living at a Deeply Affordable Community or a Boulder Affordable Rental recertify qualification information on an annual, or program-determined, basis.
Many of our rentals accept pets with prior authorization. Apartment community pages provide details.
- Time on the waiting lists can vary from 6+ months to 2+ years, depending upon how many apartments become available. Wait times will vary depending on many factors, such as availability and turnover rate. Due to these factors, we are unable to release your position on the waiting list.
- Be sure to keep your mailing address up to date with us and to respond to letters you receive. We notify applicants by mail when their name nears the top of the list. We also periodically contact applicants by mail to make sure they are still interested in being on the waitlist. When applicants do not respond to letters, they are removed from a waitlist. If you have any address changes, please notify us in writing or complete a Request to Update Contact Information form.

Yes, Boulder Housing Partners accepts Requests for Reasonable Accommodations due to a disability at all of our communities. In addition, these communities currently include accessible apartment homes.
Yes, seniors age 62+ and people with disabilities who are currently living or working in Boulder County are eligible to apply for rental assistance through the Housing Choice Voucher lottery. Learn more about Housing Choice Vouchers.
The U.S. Department of Housing and Urban Development (HUD) provides federal housing dollars to Boulder Housing Partners to pay a portion of rent for Housing Choice Voucher participants. After qualifying, participants pay approximately 30-40% of their monthly income towards rent, and Boulder Housing Partners pays the remaining balance directly to the rental owner.
Yes. The US Department of Housing and Urban Development (HUD) changed the rental assistance program name from Section 8 vouchers to Housing Choice Vouchers.
Applicants can earn up to 50% of Area Median Income at the time they are accepted into the program. View Am I Eligible for details.
There is no minimum income requirement for Housing Choice Voucher applicants.
Yes. Program guidelines give priority to households who live or work in Boulder County, and who apply as a family with children, a person with a disability, or are older adults (age 62+). Applicants who are not residing or working within Boulder County and are single-person households (not a person with a disability or age 62 and over) will not be selected.
The way to apply for a Housing Choice Voucher is through our lottery system. The lottery opens as needed, when we have vouchers available.
The randomly selected lottery numbers will be posted within six weeks after the lottery opening. Our goal is to contact all the selected applicants within 6 months of the numbers being randomly selected to proceed forward with application process.
No. Finding a place to live before receiving your voucher does not have any influence on when you receive your voucher, or your position in the lottery.
Your portion of the rent is approximately 30%-40% of the household’s gross income. The remainder is subsidized through federal funding.
Voucher holders find their own rentals for their approved household size. Assistance can be used in Boulder County in rentals such as apartment communities, townhomes, and individually owned houses.
Pet policy is determined by your rental owner as part of your lease agreement.
Yes. The program is designed so that you can have a choice of where you’d like to live and not lose your housing assistance. Please contact a Housing Assistance Coordinator for details.
No, rental assistance does not expire for households living in approved rentals who continue to be eligible and are in good standing with their lease and Boulder Housing Partners.
If you currently have a voucher or your lottery number was randomly selected in the lottery and you are awaiting processing, please submit any contact information changes to us in writing at hcv@boulderhousing.org or at 4800 Broadway, Boulder, CO 80304.
If you applied for the lottery but your number was not randomly selected, you do not need to send us updated contact information. We invite you to sign up for the lottery when it opens again.

No, there are additional agencies that administer Housing Choice Vouchers in Boulder County. You can contact the Boulder County Housing and Human Services or the Longmont Housing Authority for additional information.

Yes, we call that portability. Housing Choice Vouchers may be transferred to another Public Housing Authority’s (PHA) service area, if you have lived in your home for at least one year. Please contact the housing authority that covers the area you would like to move to for more information on their process. You can always contact us for help in transferring your voucher.
Yes, all household members must be approved by Boulder Housing Partners prior to being added to the lease and the voucher. Please contact your Housing Assistance Coordinator at (720) 564-4630 or hcv@boulderhousing.org to begin the process.
Yes, all rentals are inspected by BHP to ensure they meet the quality standards as set by HUD.

Rent is due on the first day of the month.
Any payment received after 5:00 p.m. on the eighth day of the month will be assessed a late fee. If you are experiencing financial hardships due to the impacts of COVID-19, please contact your property manager regarding late fees and rent payments.

BHP staff and residents are encouraged to use City of Boulder Mediation Services. They offer services by phone and video conference. Residents can contact City Mediation directly at (303) 441-4364 or mediation@bouldercounty.gov to start the process.
To use this service:
- All parties involved must agree on mediation
- All parties must agree to share their contact information
- All parties understand this is a City service not a BHP service
Residents may inform BHP staff of community conflict, however BHP staff will not be able to mediate directly.
