Executive Team

BHP’s Executive Team provides strategic leadership and guides the organization’s overall direction, operations, and long-term goals. Together, they help advance BHP’s mission and support strong, thriving communities across Boulder.

Jeremy Durham, Executive Director

Jeremy Durham is the Executive Director of BHP, where he leads the organization’s overall strategy, operations, and continued growth. He has served as Executive Director since 2017, during a period in which BHP grew from approximately 1,100 to 2,100 affordable homes.

Jeremy joined BHP in 2015 as Director of Real Estate Development and previously worked with the Denver Housing Authority and Boulder County Housing and Human Services. He holds a bachelor’s degree and law degree from the University of Colorado Boulder and is a licensed attorney in Colorado.

Frank Alexander, Deputy Director

Frank Alexander is the Deputy Director of BHP, where he supports organizational leadership, strategic initiatives, housing programs, and BHP’s continued development as a resident-centered organization.

Frank brings extensive experience in housing, human services, government, and organizational leadership. Before joining BHP, he helped lead the integration of Boulder County’s Housing and Social Services departments and worked with public and private partners to strengthen community services. He holds a master’s degree in public administration from the University of Colorado.

Laura Sheinbaum, Chief Real Estate Officer

Laura Sheinbaum is the Chief Real Estate Officer of BHP, where she leads the development, acquisition, preservation, and redevelopment of affordable housing throughout Boulder. She brings more than 28 years of affordable housing experience, including 18 years with BHP.

Laura and her team have led the development, acquisition, and renovation of hundreds of affordable homes across BHP’s communities. She holds a master’s degree in public administration from the University of Colorado Denver and degrees from Kenyon College and the New York School of Interior Design.

Will Kugel, Chief Financial Officer

Will Kugel is the CFO of BHP, where he leads financial strategy, budgeting, reporting, and financial operations. He oversees the team responsible for managing more than $65 million in annual financial activity.

Will joined BHP in 2023 after nearly 10 years as Finance Director for Boulder County Housing and Human Services. He brings more than 25 years of finance experience across government and the private sector. Will holds a master’s degree in economics from the University of Colorado and a bachelor’s degree in Economics and Finance from St. Olaf College.

Julia Arencibia, Director of Human Resources

Julia Arencibia is the Director of Human Resources at BHP, where she leads human resources programs and supports employee development, workplace culture, and organizational growth.

Julia brings more than 19 years of human resources experience and joined BHP in 2019. She holds a bachelor’s degree in business from Florida International University, with majors in Human Resources Management and Business Management. Julia also holds Professional in Human Resources (PHR) and Senior Professional in Human Resources (SPHR) certifications.
