Boulder Housing Partners’ Board of Commissioners

As the Housing Authority for the City of Boulder, Boulder Housing Partners (BHP) helps implement City housing policy and it is our strong belief that we best serve the community when we stay focused on what we do well— our mission to provide quality, affordable homes and foster thriving Boulder communities, and our vision to help create a diverse, inclusive, and sustainable Boulder.

Boulder Housing Partners has a nine-member Board of Commissioners, one of whom is a City Council Member and one of whom is elected by residents directly assisted by HUD.  All other members are appointed by the mayor and serve for five years.

Bob Walker, Chairperson

First Appointed in 2017
Bob Walker is a retired affordable housing developer having done projects in Boulder, Lafayette, Longmont, Brighton, and Aurora. He served many years on the City of Boulder’s Technical Review Group for Housing and Human Services and is also on the Board of the BHP Foundation.

Kim Lord, Vice Chairperson

First Appointed in 2021
Kim Lord is a local real estate attorney. She serves on the Board of Colorado Legal Services which provides access to civil legal services for low-income persons and members of vulnerable populations. As a forty-year Boulder resident, she looks forward to working towards equitable and affordable housing in Boulder.

Matt Bissonette

First Appointed in 2020
Matt Bissonette has worked in the affordable housing industry for more than 20 years, first as a partner with a Washington, DC-based law firm and since 2007 as a banker financing affordable housing. He is currently a Managing Director with Berkadia Commercial Mortgage LLC.

Michael Block

First Appointed in 2021
Michael Block has worked in homeless services since 2007 following a 22-year career in the private sector. He is currently the Chief Housing Officer at the Boulder Shelter for the Homeless overseeing the Shelter’s housing services and partnering in the region’s strategic efforts to bring more housing resources to our community’s homeless neighbors.

Ann Cooper

First Appointed in 2021
Ann Cooper has been active in the Boulder community since 1987. She has served on a number of boards and commissions. Ann is passionate about issues around affordable housing. She has been involved in the real estate community for 24 years.

Mark Fearer, Resident Commissioner

First Appointed in 2024
Mark Fearer is a current Boulder Housing Partners resident and the Resident Commissioner elected by the Resident Advisory Board (RAB).

Jill Grano

First Appointed in 2022
Jill Grano is a residential real estate broker with milehimodern in Boulder, CO. Jill is also a graduate student researcher at the University of Colorado, where she works with the Boulder Affordable Housing Research Initiative (BAHRI) and co-teaches a housing policy undergraduate course. Jill brings two decades of housing and real estate experience in professional, political, and academic settings to BHP. Before returning to real estate, Jill spent a year on Boulder’s City Council and three years as the Director of Community Affairs for United States Congressman Joe Neguse. Jill currently serves as the chairwoman of Congressman Neguse’s Small Business Advisory Council and on the board of the CU Center for Leadership.

Julie Schoenfeld

First Appointed in 2020
Julie Schoenfeld is a former real estate lawyer. A Boulder County Leadership Fellow and member of the City of Boulder’s Racial Equity Working Group, she is a twenty-five-year resident of Boulder. She is looking forward to combining her real estate expertise with her passion for equity and social justice to support the mission of BHP.

Mark Wallach

First Appointed in 2021
Mark Wallach was a corporate and real estate attorney and later a real estate developer in New York City. As a member of the City Council, he is committed to the concept of careful, measured growth, the creation of housing that is accessible to all income levels, and the protection of Boulder’s unique open space. His educational background consists of an undergraduate degree from Yale University and a law degree from Columbia University.
