In 2015, the City of Boulder acquired the former Boulder Community Hospital site to consolidate municipal offices, relocate City Council chambers, and deliver critical affordable housing. BHP became the master developer for the residential components via a 2019 Intergovernmental Agreement and secured Form-Based Code approval from the Planning Board in 2024. BHP’s role is to steward a shared public vision by thoughtfully aligning local, state, and federal resources, including City investment, Restore/Rebuild vouchers, the Qualified Census Tract basis boost, and LIHTCs, to achieve a common goal: permanent, deeply affordable housing for older adults.

Alpine will offer older adults an ideal, highly walkable setting. Future residents are within two blocks of neighborhood-serving retail, a healthcare campus, high-frequency transit, and the recreational activities of North Boulder Park just to the west. On-site, residents can enjoy a quiet northwest facing courtyard surrounded by flowering trees and native landscaping, with walking paths connecting them to nature and neighbors. For enhanced convenience and accessibility, first-floor residents will have direct entry to their apartments. Through our service-enriched model, BHP extends beyond basic housing to empower older adults to thrive.

Technical Documents were submitted for City review in June 2026, with permit approval anticipate mid-2027. BHP has submitted an application to CHFA for 4% and State Low Income Housing Tax Credits and hopes to receive news of an award by late 2026.
