2026 Draft Admin Plan
BHP has proposed changes to the administrative plan which governs the Housing Choice Voucher program. The draft plan is available here: 2026 HCV Admin Plan Red-Lined copy.
A public hearing will be held on Wednesday, May 20, 2026, at 4 p.m. The plan will be presented to the Board of Commissioners for final approval on July 8. An overview of the changes can be found here: 2026 May Board memo Proposed Admin Plan.

Draft 2026 PHA Annual Plan
As a public housing authority, BHP is required to submit an Annual Plan to HUD each year. Prior to approval by the BHP Board of Commissioners and submission to HUD, the draft must be available for public review for 45 days and a public hearing held. A public hearing is scheduled for Wednesday, May 20, 2026, at 4 p.m.
The draft plan will be approved by the Board of Commissioners at the July 8, 2026, board meeting.

Tuesday, May 12, 2026, at 4 p.m. – Tenant-based voucher Resident Advisory Board meeting. Agenda items include the draft 2026 PHA Annual Plan and the 2026 proposed changes to the Admin Plan.

Wednesday, May 20, 2026, at 4 p.m. – Public hearing for the draft 2026 PHA Annual Plan and the 2026 proposed changes to the Admin Plan.
To be determined, as HUD has delayed implementation of NSPIRE until February 2027 – NSPIRE – HUD is changing the inspection protocol from the Housing Quality Standards (HQS) to National Standards for the Physical Inspection of Real Estate. Our inspector will lead this session to explain the differences in the standards and how they may affect you.
