2026 Approved Admin Plan
BHP has proposed changes to the administrative plan that governs the Housing Choice Voucher program. The draft plan is available here: 2026 HCV Admin Plan Red-Lined copy.
A public hearing was held on Wednesday, May 20, 2026, to provide an opportunity for community input on the proposed changes. The proposed plan was presented to the BHP Board of Commissioners for final approval on July 8, 2026, and will be returned to the Board for a second reading on September 9, 2026. A public hearing will be held on Thursday, August 20, 2026, from 1:00 p.m. to 4:00 p.m. to provide an opportunity for community members and stakeholders to review and provide input on additional proposed changes.

Approved 2026 PHA Annual Plan
Boulder Housing Partners' 2026 Public Housing Agency (PHA) Annual Plan was approved by the Board of Commissioners during its July 8, 2026, meeting. The approved 2026 PHA Annual Plan is available for public review here: Approved 2026 PHA Plan.
As a public housing authority, Boulder Housing Partners (BHP) is required to submit an Annual Plan to the U.S. Department of Housing and Urban Development (HUD) each year. Before the plan can be approved by the BHP Board of Commissioners and submitted to HUD, the draft plan must be made available for public review for 45 days and a public hearing must be held. 2027 PHA Annual Plan Draft is available for public review here: Draft 2027 PHA Annual Plan.
A public hearing will be held on Tuesday, August 24, 2026, at 4:00 p.m. to provide an opportunity for community members and stakeholders to review the proposed plan and provide comments.
The draft 2027 PHA Annual Plan is scheduled for approval by the BHP Board of Commissioners at its September 9, 2026, board meeting, following the public review and hearing process.

- Thursday, August 20, 2026, from 1:00 p.m. to 4:00 p.m.– Public hearing for the draft 2026 PHA Annual Plan and the 2026 proposed changes to the Admin Plan.
- Tuesday, August 24, 2026, at 4:00 p.m. – Tenant-based voucher Resident Advisory Board meeting. Agenda items include the draft 2027 PHA Annual Plan and the 2026 proposed changes to the Admin Plan.
To be determined, as HUD has delayed implementation of NSPIRE until February 2027 – NSPIRE – HUD is changing the inspection protocol from the Housing Quality Standards (HQS) to National Standards for the Physical Inspection of Real Estate. Our inspector will lead this session to explain the differences in the standards and how they may affect you.
