Public process for transition to MTW Expansion Agency
Boulder Housing Partners was designated as a Moving to Work Agency by the U.S. Department of Housing and Urban Development effective January 1, 2012. BHP was one of the original 39 agencies participating in the Moving to Work (MTW) Demonstration Program, as approved by Congress in 1996.
The MTW program allows Public Housing Authorities to design and test innovative, locally-designed housing and self-sufficiency strategies for low-income families assisted through the public housing and housing choice voucher programs. There are three statutory objectives of the program:
- Reduce cost and achieve greater cost effectiveness in federal expenditures;
- Give incentives to families with children where the head of household is working, seeking work, or is preparing for work by participating in job training, educational programs, or programs that assist people to obtain employment and become economically self-sufficient; and
- Increase housing choices for eligible low-income families.
In 2016, HUD authorized an additional 100 agencies to participate in the program, which is called the MTW Expansion Program. Original MTW agencies can transition to being an MTW Expansion agency.
BHP is intending to transition to an MTW Expansion Agency as of January 1, 2026. This can only be accomplished after providing a 45-day public process to notify participants, partners, and the public of our intent.
Public hearings will be held on Tuesday, October 7, 2025, at 4 p.m. and Tuesday, October 28, 2025, at 4 p.m. at the main office of Boulder Housing Partners, 4800 Broadway, Boulder, CO 80304. - Tuesday, October 7, 2025, at 4 p.m. – Public Hearing for the 2026 MTW Annual Plan Draft. The draft plan will be posted to our website no later than September 17.
- Tuesday, October 28, 2025, at 4 p.m. – Public Hearing for transition from MTW Legacy Program to MTW Expansion Program.
To be determined, as HUD has delayed implementation of NSPIRE until February 2027 – NSPIRE – HUD is changing the inspection protocol from the Housing Quality Standards (HQS) to National Standards for the Physical Inspection of Real Estate. Our inspector will lead this session to explain the differences in the standards and how they may affect you.
