Proposed Change to Housing Choice Program Administrative Plan
Boulder Housing Partners is proposing a change to the Administrative Plan, which would provide a set-aside of 20% of our turnover vouchers each year to be issued to eligible homeless households who are referred by the Homeless Solutions of Boulder County. This change can be found in Chapter 4 on page 4-12 of the Administrative Plan.
This change is in line with the new system of services for single adults experiencing homelessness, Homeless Solutions for Boulder County (HSBC), which was created in October 2017 by Boulder County, the City of Boulder, the City of Longmont, and community partners. Housing, with appropriate supports, is the evidence-based solution to homelessness. Doing this effectively requires added coordination of and investment in housing resources for HSBC clients. To maintain a balance of who we serve, we propose that 20% of tenant-based vouchers that turn over each year would be allocated for this set-aside. This number would be determined each year in January and offered to clients coming through the HSBC Coordinated Entry system throughout the year.
Currently, applicants who win the lottery and are homeless are less likely to receive the paperwork and make it through the process to be issued a voucher and successfully lease up. By providing this set aside to the homeless who will come through the coordinated entry system, the chance of successful lease-up increases greatly due to them having the necessary supportive services to assist with the process of receiving housing assistance and being housed. Applicants who receive a voucher through this set aside will still need to qualify for the preference explained above that is in place for all vouchers.
A public hearing will be held on May 22, 2019 at 5 p.m. at Boulder Housing Partners, 4800 Broadway, Boulder, Co 80304 to receive comments from the public regarding this proposed change. Comments can also be submitted to Karen Kreutzberg, MTW and Federal Policy Director via email (kreutzbergk@boulderhousing.org), via phone (720-564-4631), or sent to BHP, 4800 Broadway, Boulder, CO 80304. This change, along with any public comment, will be presented to the BHP Board of Commissioners on June 12, 2019 for adoption. If adopted, the set aside would begin on July 1, 2019.
