Housing Choice Program Administrative Plan
Each year, BHP is required to update and make any necessary revisions to the Housing Choice (formerly know as Section 8) Program Administrative Plan (Admin Plan). The Admin Plan is the handbook that explains how BHP administers our Housing Choice Voucher Program. The Admin Plan is subject to change based on HUD changes in regulations, Moving to Work Activities, etc.
This year, a Special Admissions Preference for BHP public housing families living in the communities that will convert under the Rental Assistance Project (known as Project Renovate) has been added. Each site will undergo renovations and vacancy is needed at each site. The goal is to allow families who wish to move from the property the opportunity to leave with a tenant-based voucher. The Special Admissions Preference is needed in order to allow these families to be at the top of the lottery pool if they choose to leave.
All the other changes that have been made since the Board of Commissioner’s last adoption are administrative in nature. Updates and revisions include:
- HUD’s changes
- Revisions for MTW Activities from the 2014 MTW Annual Plan
- Clarifications on policies from staff
The proposed changes were adopted by the Board at the February 9, 2015 meeting.
